MCC 7040 Plan

The new Miscellaneous Construction Contracts (MCC) Program became effective April 16, 2010.  Awards after this date will be made under the new MCC Program 7040 Plan which replaces the old CICC 7040-0/07 contract.

The MCC 7040 Plan is set-aside solely for Community Small Business Enterprise (CSBE) firms certified by the Miami-Dade County Department of Procurement Management (DPM).  All contractors with a local Miami-Dade County office that meet the CSBE eligibility requirements may participate.  This Plan utilizes a blind rotation process that is based on the required building trade, value of the solicitation, number of times vendors have been invited to bid and prior work assigned.  All firms must be CSBE certified and registered under the MCC 7040 Plan before bidding on a solicitation.  Firms registered under the MCC 7040 Plan are contacted when it is time to bid.

Requirements for participation in the MCC 7040 Plan include:

  1. Active registered vendor status with the Department or Procurement Management (DPM) is required. Vendors that have not registered under the new registration process that became effective in July 2008, will be required to submit a new Vendor Registration Package prior to receiving a new contract award.
  2. Copy of state and/or local Contractor License (General Building, General Contractor, General Engineering or Specialty Trade Contractor).
  3. Copy of the certificate(s) of insurance meeting the following minimum requirements: General Liability, Auto Liability, and Workers' Compensation.  Insurance must provide no less than $300,000 of coverage with the "certificate holder" as Miami-Dade County, 111 NW 1st Street, Suite 1300, Miami, FL 33128, with a 30 day cancellation notification requirement.  Certificates of Insurance must be signed by agent/agency representative.  Proof of additional insurance may be required for certain jobs.  For additional information concerning insurance requirements, please see Insurance Requirements.
  4. Copy of Community Small Business Enterprise (CSBE) certification letter.
  5. Completed MCC 7040/7360 Plan Registration Form.

For information regarding the CSBE Certification process, please access Certification through the DPM website.

Submit the MCC Registration Form and all documents via United States Postal Service (U.S.P.S.) or hand deliver to:
