What is this registration used for?
As provided for in Chapter 31, Article III of the Miami Dade County Code, in order to provide taxicab passenger services on behalf of a for-hire license holder, you must first obtain a Passenger Service Company registration. Taxicab passenger services include the following:
- Providing for-hire vehicle color scheme and markings
- Providing two-way radio or cellular telephone dispatch services
- Maintaining and advertising of a telephone number for receiving all calls related to for-hire taxi services
- Handling passenger complaints and passenger lost and found
- Providing a properly listed telephone number for receiving all calls relating to for-hire vehicle service.
This registration is only issued to companies whose place of business is located in Miami-Dade County.
Why is this necessary?
It is necessary to license and regulate for-hire transportation in Miami-Dade County to assure the passengers, as well as others utilizing the streets of Miami-Dade County, that the vehicles are fit and their operators and chauffeurs are competent to provide such service.
How long does it take to process the application?
The application is reviewed for compliance with the regulations of the Code of Miami-Dade County which requires, among other things, that the applicant passes a background check which includes scrutiny of his/her financial and criminal record history. This process typically takes two to four weeks depending on how complete is the application at time it is submitted.
How much are the registration fees?

Cash will not be accepted. Fees can be paid by check, money order or cashiers check made payable to the "Board of County Commissioners". If renewing in person, the renewal fee can be paid by credit card (MasterCard or Visa).
For how long is the registration valid?
Certificates are valid for one year. The Passenger Motor Carrier (PMC) Certificate of Transportation cycle runs from April 1 to March 31 of the following year. Certificate renewal forms are mailed to the operator a minimum of 60 days prior to the expiration of the certificate. Transfers of PMC certificates must be approved by the Board of County Commissioners.
What other permits are needed before I can start work?
You will need an Occupational License issued by Miami-Dade County. Depending on where the company is located, you may also need a municipal license.
