About the Commissioner

Commissioner Rebeca Sosa was first elected to the Miami-Dade Board of County Commissioners in June 2001 to represent the residents of District 6. She has since been re-elected three times - most recently in 2010 without opposition. Since joining the Board of County Commissioners, Commissioner Sosa has worked to improve the quality of life for the residents, including the following:
  • Chair of the Miami-Dade County Performance and Efficiency Committee tasked with identifying inefficiencies in how departments run and to improve any processes for better service for residents
  • Appointed to the South Florida Regional Planning Council whose mission is to identify the long-term challenges and opportunities facing Southeast Florida and assist the region's leaders in developing and implementing creative strategies that result in more prosperous and equitable communities, a healthier and cleaner environment, and a more vibrant economy.
  • Commissioner Sosa spearheaded efforts to start direct flights between Miami International Airport (MIA) and Tenerife, Canary Islands, Spain in a joint effort with government officials from the Canary Islands and AirEurope. This has resulted in four additional flights between Miami International Airport (MIA) and Madrid, Spain.
  • Joined then Florida House Speaker Marco Rubio and local, state and federal agencies to kick-off $1.8 million project to help homes affected by canal erosion along the Coral Gables Canal Loop.  The project will repair and stabilize a portion of the waterway embankment near A.D. Barnes Park - located at 3401 S.W. 72nd Avenue - that sustained damage and erosion along the canal banks during Hurricane Wilma.
  • Presented checks totaling $6.151 million from the District 6 General Obligation Bonds towards the construction of multi-purpose facilities in the Cities of Miami, Miami Springs, and West Miami.
  • Commissioner Sosa has been a leading force in working towards prevention of elder abuse and neglect.  The commissioner sponsored a resolution authorizing the County Manager to form what would become the Elder Abuse Task Force to make recommendations to the Board of County Commissioners on issues addressing the detection and prevention of elder abuse and/or neglect in Assisted Living Facilities, nursing homes, convalescent homes, or other facilities that house or care for the elderly in Miami-Dade County. 
  • Presented with the “Government & Law” award during the 21st Annual In the Company of Women Award Ceremony for her proven leadership, creativity and vision in addressing community issues in Miami-Dade County.
She also authored the following resolutions which were passed by the Board of County Commissioners:
  • In support for the victims of hate crimes and pledging the support of the Miami-Dade County Police Department to help apprehend those responsible for such acts.
  • Introduced resolution that urges Congress to pass the Elder Justice Act that would provide a dedicated funding stream to support efforts across the country to end elder abuse and neglect, and will establish, for the first time, a network at the federal level to address this ongoing problem.
  • Urged the Florida Legislature to prohibit all persons from talking, text messaging or otherwise using wireless communication devices, including cellular telephones and personal digital assistants.
  • The commissioner urged the Florida Legislature to require insurance companies to extend coverage to developmental disabilities, such as spina bifida, cerebral palsy, mental retardation, Prader-Willi syndrome and Down Syndrome. The item further asks the State to require that physicians refer a child to an appropriate specialist for autism screening when a parent or guardian reports minor exhibiting symptoms of autism.
  • Commissioner Rebeca Sosa presented a resolution urging Florida legislators to revisit the red light camera legislation passed during the 2010 session and to provide a funding mechanism for the additional burden the law has placed on the court system.  The resolution also asks to address red light camera enforcement on right turn citations. 
Commissioner Sosa serves as chair of the State Intergovernmental Affairs Subcommittee, which has oversight over all aspects of the County's State legislative agenda; and Vice-Chair of the Health and Public Safety Committee, which oversees matters relating to the health, protection and safety of County residents. She is also a member of the Airport and Tourism and Budget and Finance Committees as well as the Metropolitan Planning Organization (MPO).
 
Previously, she chaired the Procurement Management Policy Subcommittee where she accomplished many positive initiatives including, but not limited to: the development of procedures to ensure that County Departments monitor contracts within their jurisdiction; mandatory ethics training for all procurement department employees; the development of a standard process for evaluating the work of construction contractors and consultants during and after a project completion and the inclusion of a tracking system that will red-flag any company that has not lived up to its contractual obligations.
 
In addition to the Procurement Management Policy Sub-Committee, Commissioner Sosa served as chair the Community Outreach, Safety & Healthcare Administration (COSHA) Committee and was a member of the Regional Transportation Committee and the Internal Management & Fiscal Responsibility Committee.
 
Prior to joining Miami-Dade County, Commissioner Sosa served as mayor of the City of West Miami for seven years where her leadership resulted in the city's recovery from a 52% budget deficit, thus removing it from the State Governor's Emergency list. During her tenure, she was able to secure more than $5 million in grants for capital improvement projects for the City as well as improving its drainage and parks systems.
 
Commissioner Sosa's civic activities are extensive. They include serving as the first vice president of the Miami-Dade League of Cities, Chairing the West Miami Financial and Budget Committee, the Miami-Dade Coalition for Community Education Committee, and the West Miami Hurricane Preparedness Committee. In addition, she has been a member of the Miami-Dade County Public Schools Bilingual Task Force, the Governor's Commission for the Everglades Restoration, the Revision Committee for the Miami-Dade County Executive Mayor Form of Government, the Legislative Committee of the Miami-Dade County Public School System, the Hispanic Women Chamber of Commerce, Hands in Action, Women in Government (WIG), Anti-Graffiti Task Force, and the National Association of Latino Elected Officials.
 
Commissioner Sosa graduated summa cum laude from Biscayne College, now Saint Thomas University, with a bachelor's degree in Elementary Education; and from the University of Puerto Rico, with a bachelor's degree in Secondary Education. She is both a certified elementary education teacher and English for Speakers of Other Languages (ESOL) instructor. She has been an educator for more than 30 years and is currently a teacher-trainer for Miami-Dade County Public Schools.
 
Born in Camaguey, Cuba, Commissioner Sosa has been happily married to her husband, Armando for the past 34 years, and is the proud mother of Armando, Jr. (wife Janice) and Veronica, and grandson Alexander.
