Pre-Qualification Certification (PQC)

Effective November 2009 the Pre-Qualification Certification process became the responsibility of the Department of Procurement Management (DPM), under the Vendor Services Section.

On June 5, 2001, Miami-Dade County's Board of County Commissioners adopted Administrative Order 3-39 requiring all firms that engage in the practice of architectural, engineering, landscape architecture, or land surveying and mapping to obtain Pre-Qualification Certification prior to responding to a Notice to Professional Consultant (NTPC) for the acquisition of such services.

The Pre-Qualification Certification requires that firms obtain and maintain compliance/active status in 3 main areas: Vendor Registration, Technical Certification and Affirmative Action Plan.  The Pre-Qualification is valid for one (1) year from technical certification approval.  Any lapses in the certifications in any of the required areas will result in a suspension.

Guidelines
The following guidelines are provided to assist applicants in properly completing and submitting their PQC application with Miami-County.  It is recommended that application renewals be submitted thirty days prior to the expiration date.

• PQC Guidelines   

 Forms
The PQC Affidavit is required to be executed and submitted for PQC approval of new or renewal applicants.  In addition an accompanying company's letterhead cover letter identifying any changes in their Technical Certification status is required, if applicable.  Please complete the electronic form below and submit an original signed, notarized document to:

PQC Submittal Schedule
The PQC Schedule indicates the submittal deadline and review dates for the Pre-Qualification Certification application.  It is the responsibility of the firm to observe its certification expiration date and adhere to the submission deadlines.

The Pre-Qualification report lists all landscape architectural, engineering, or surveying and mapping services firms that are pre-qualified with Miami-Dade County.
