TITLE
RESOLUTION RATIFYING THE COUNTY MANAGER'S ACTION IN EXECUTING A GRANT AGREEMENT TO RECEIVE AND EXPEND FUNDS FROM THE FLORIDA GREEN BUILDING COALITION, INC. TO ASSIST IN THE DEVELOPMENT OF A FLORIDA GREEN MUNICIPALITY STANDARD

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board ratifies the County Manager's execution of the attached Agreement between the Florida Green Building Coalition, Inc. and Miami-Dade County, in substantially the form of the agreement attached hereto and made a part hereof, to provide $25,000 to Miami-Dade County to assist in the development of a Florida Green Municipality Standard and authorizes the County Manager to expend any and all monies received for the purpose described in the funding request, to request and expend any additional funds that might become available during the term of the grant; and to exercise amendment, modification, renewal, cancellation, and termination provisions contained herein.

Florida Green Municipality
Standard

STAFF RECOMMENDATION
It is recommended that the Board approve the attached resolution, which ratifies the County Manager's action in executing an Agreement to accept $25,000 in funding from the Florida Green Building Coalition, Inc. (FGBC) to assist in the development of a Florida Green Municipality Standard that will serve to benefit local governments including Miami-Dade County and its cities. These monies will be used to reimburse Miami-Dade County for staff time, printing expenses, and other expenses associated with development of criteria for this statewide standard. This work will be performed by the Miami-Dade County Department of Environmental Resources Management. This Agreement will remain in effect until August 31, 2004 and requires $22,994.00 in matching funds, which will be met by in-kind staff time and a portion of the printing expenses.

It was necessary to execute the Agreement before formal Board approval in order to allow staff to meet the Agreement's deliverables by participating in the Greentrends 2004 Conference scheduled for May 3-5, 2004, and to provide the necessary time to complete the work outlined in the Scope of Services detailed in the Agreement. It was expected that this Agreement would be fully executed by April 2003, at which time DERM staff would commence work. However, DERM did not receive the draft Agreement from the FGBC until February 2004.

MANAGER'S BACKGROUND
In 2002 the U.S. Department of Energy, through the Department of Community Affairs Florida Energy Office, awarded a grant to the UCF Florida Solar Energy Center (FSEC) to promote "Energy and Environmental Integration in Florida." As part of this overall project, the Miami-Dade County Department of Environmental Resources Management (DERM) will assist in the development of a Florida Green Municipality Standard by researching and developing criteria and modules in the specific areas of fleet maintenance and landscape management. These criteria will be a type of "best management
practices" for local governments to conduct daily operations in a more environmentally sensitive manner. By reducing the environmental impacts of these operations, as well as reducing the use of resources, these operations can become more sustainable in nature. These criteria will be incorporated into the comprehensive Florida Green Municipality Standard, which will be made available to local governments for application to their operations. Local governments can voluntarily choose to abide by some or all of these criteria in their operations, acquiring points for doing so. Once they acquire a certain number of points, they will be designated a "Florida Green Municipality."
