REPORT: The foregoing proposed resolution was amended to add the following language at the end of the “Therefore” clause: “and to expedite the necessary construction contracts and professional services agreements under Section 2-8.2.7 of the Code of Miami-Dade County.” In response to Commissioner Gimenez’ inquiry, Ms. Vivian Donnell Rodriguez, Director, Park and Recreation Department, explained the rationale for the design and development of greenways in South Dade being undertaken by the Department, and not by the Public Works Department. She stated the Department had always worked closely with the Public Works Department on greenways and blueways and the proposed contract was an extension of the work being done by the Department. Ms. Donnell Rodriguez noted the design and planning of the greenways would be done by the Department and the construction would be done through the County’s construction processes.

RESOLUTION AUTHORIZING THE COUNTY MANAGER TO EXECUTE A CONTRACT FOR UP TO $4,500,000 IN FEDERAL FUNDS WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION TO DESIGN AND DEVELOP GREENWAY TRAILS IN SOUTH DADE AND FURTHER AUTHORIZING THE COUNTY MANAGER OR HIS DESIGNEE TO RECEIVE AND EXPEND FUNDS, AND EXECUTE AMENDMENTS AS REQUIRED (SEE ORIGINAL FILE # UNDER LEG. # 050253)


BODY
WHEREAS, this Board desires to accomplish the purpose outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,



NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board authorizes the County Manager to execute a contract for up to $4,500,000 in federal funds with the Florida Department of Transportation to design and develop greenway trails; and authorizes the County Manager or his designee to execute such agreements as are required by this governmental body following approval by the County Attorney's Office; to receive and expend all monies for the purposes described in the funding request; and to file and execute any necessary amendments to the agreement for and on behalf of Miami-Dade County, Florida; and to expedite the necessary construction contracts and professional services agreements under Section 2-8.2.7 of the Code of Miami-Dade County.

STAFF RECOMMENDATION
It is recommended that the Board approve the attached resolution authorizing the County Manager or his designee to execute a contract and amendments as required, and receive and expend up to $4,500,000 in funds from the Florida Department of Transportation to design and develop greenways in South Dade.



MANAGER'S BACKGROUND
The Florida Department of Transportation, through its Local Agency Program, awards funds for transportation enhancement projects. The Miami-Dade County Park and Recreation Department has recently received Local Agency Program Certification to carry out planning, design, consultant selection, construction administration, and right of way projects and to bid and award projects.

The Department seeks authorization to enter into a contract with the Florida Department of Transportation to receive and expend up to $4,500,000 to design and develop greenways in South Dade. There is no match required.

These funds were originally awarded to the Miami-Dade County Department of Public Works which has transferred the project to the Park and Recreation Department. The Parks department has recently started working on a variety of different greenways projects in South Miami-Dade, baesd on the 1994 South Dade Greenways Network plan This contract will enable the Department to start desiging and constructing some of those greenways.
