REPORT:	Assistant County Attorney Jess McCarty read the foregoing special presentation into the record. Mr. Sergio Masvidal, Public Financial Management (PFM), Coral Gables, presented a PowerPoint slide show on Environmental Finance. He explained that PFM had a financing program that it would provide for the County to finance energy efficient home improvements, and that the County could use special tax assessments to have the home owner pay the County’s financial obligation. He stressed that this program would be voluntary and home owners would have to opt in to the program.
