A new rule from the U.S. Department of Housing and Urban Development (HUD) requires all public housing nationwide to become smoke-free housing by July 30, 2018.

Natural Disaster Plans for Elderly Housing as per Resolution No. R-617-18

In compliance with Miami-Dade County Resolution No. R-617-18, adopted by the Board of County Commissioners on June 5, 2018, the Public Housing and Community Development Department is hereby posting this notice on its webpage.

Resolution directing the County Mayor or the County Mayor’s designee to require as a condition of receipt of State Housing Initiative Partnership, Documentary Stamp Surtax, Home Investment Partnerships, Community Development Block Grant, Building Better Communities General Obligation Bond programs, and other affordable housing funds for elderly housing, that all developers, borrowers, or grantees of such funds have a natural disaster plan and meet other requirements set forth herein; requiring that the County’s request for applications, loan funding agreements or grant agreements for the purpose of acquiring, constructing and/or rehabilitating affordable elderly housing shall contain provisions requiring such natural disaster plan; urging all developers, borrowers or grantees who have received funds from such programs for the purpose of acquiring, constructing and/or rehabilitating affordable elderly housing prior to the effective date of this resolution to implement some or all of the requirements set forth herein; creating exceptions; directing the County Mayor or the County Mayor’s designee to post or otherwise make available this resolution; and requiring a report.

FY 2018 Action Plan

Miami-Dade Public Housing and Community Development (PHCD) hereby advertises that a public hearing for its proposed FY 2018 Action Plan Funding Recommendations, Substantial Amendments to FY 2014-2017 Action Plans and Corresponding FY 2013-17 Consolidated Plans of the Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG), has been scheduled to be held at the Housing and Social Services Committee (HSSC) meeting on Tuesday, July 17, 2018 at 12:00 noon. The public hearing will be held inside the Board of County Commission Chambers, located on the second floor of the Stephen P. Clark Center, 111 N.W. 1st Street, Miami, Florida 33128.

The public is invited to attend and comment. Comments may also be submitted in writing until Thursday, July 19, 2018 to the attention of Mr. Clarence Brown, Division Director at Public Housing and Community Development (PHCD), 701 NW 1st Court, 14th Floor, Miami, Florida 33136 or via e-mail communitydevelopmentservices@miamidade.gov.

ALERT: Payment for Section 8 Voucher Scam

Miami-Dade County’s Housing Choice Voucher Program has become aware of a fraudulent scheme where people are being offered Section 8 housing vouchers for a fee of $500.

If such an offer is made to you, do not respond. This is a scam. Section 8 vouchers are never provided for a fee.

If you know of any such offer, or have responded to such an offer, please contact Miami-Dade Police Department, Economic Crimes Division Bureau at 305-994-1000.

Public Comments on the Draft FY 2017 Consolidated Annual Performance and Evaluation Report (CAPER)

FY 2018 Request for Applications for Documentary Stamp Surtax and State Housing Initiatives Partnership

Public Housing and Community Development (PHCD) is announcing the availability of the Fiscal Year 2018 Request for Applications (RFA) for Documentary Stamp Surtax, and State Housing Initiatives Partnership (SHIP) funding for Multi-Family Rental, Elderly and Workforce Housing, Acquisition/Rehabilitation, Small Developments, Public Housing, Homeownership and Homebuyer Education and Counseling.  

Copies of the RFA may be picked up from 8:00 A.M. to 5:00 P.M. beginning on April 4, 2018 at PHCD’s offices located at 701 NW 1st Court, 14th Floor, Miami, Florida 33136.  The application is also available for download on PHCD’s website at www.miamidade.gov/housing.  

Please refer to the Comments and Responses below for PHCD’s responses to the questions about the FY 2018 Surtax/SHIP RFA received through Thursday, March 29, 2018.

Completed applications must be submitted to the Clerk of the Board, at the Stephen P. Clark Center, 17th Floor, 111 N.W. 1st Street, Miami, Florida 33128 from April 4, 2018 until May 3, 2018 (Monday – Friday except on Holidays observed by the County).

Miami-Dade Public Housing and Community Development (PHCD) hereby advertises that the public hearing for its proposed PHA Plan and Capital Fund Program (CFP) for Fiscal Year 2018-2019; Public Housing Dwelling Lease; Community Polices; and Admissions and Occupancy Policy (ACOP) to include a Smoke-Free Policy, will be held at the Housing and Social Services Committee (HSSC) meeting on June 11, 2018, at 9:30 a.m.

Community Development Block Grant (CDBG) Funding for Special Economic Development Applications

Miami-Dade County, through its Department of Public Housing and Community Development (PHCD), is soliciting applications to fund projects with CDBG funds for a Special Economic Development (SPED) Program. This action was approved by the Miami Dade County Board of Commissioners through Resolution # R-1046-17.

This program will select Special Economic Development (SPED) projects, as described in the CDBG regulations found at 24 Code of Federal Regulations, Part 570 (CDBG Regulations), specifically at 24 C.F.R. 570.203. The proposed project must create one (1) job per every $35,000 of grant/loan funding; at least 51% of the jobs created must employ low-to-moderate income persons.  

Application Forms and Attachments will only be available online.  Please check the PHCD website for updates and/or modifications to this application.

SPED Grant Awards may not exceed $100,000 and the applicant’s budget cannot exceed $100,000 in CDBG funding per application. Please note that these funds should be identified as GAP funding in all funding applications.  GAP funding is the difference between existing financing commitments, including owner equity, for a project and the overall project cost. The initial funding amount available is $500,000.

Please be advised this is a non-competitive process, each application will be evaluated based on its own merits. 

  • Applications will be accepted until all funding is depleted.  
  • Applicants must schedule an appointment with PHCD staff to discuss the application process prior to submission.

The application may also be downloaded on PHCD’s website. Correspondence regarding this RFA should be sent in writing via email to the Clerk of the Board at clerkbcc@miamidade.gov.

The deadline to submit a completed application is Monday, January 29, 2018, no later than noon. Completed applications must be submitted Thursday, December 28, 2017 to Friday, January 26, 2018 (Monday – Friday except on Holidays observed by the County) from 9:00 a.m. to 4:00 p.m. to the Clerk of the Board, Mr. Harvey Ruvin, Clerk of the Board of County Commissioners, Stephen P.
