The MPO Governing Board is comprised of:

• County Commissioners (all 13 of them);
• a Miami-Dade Expressway Authority (MDX) representative;
• a Miami-Dade County School Board representative;
• an elected official from each of the six municipalities with a population over 50,000;
• a representative from a municipality appointed by the Governor; and,
• one non-elected public official appointed by the Governor.

In addition, the Florida Department of Transportation (FDOT) has two non-voting members.

The Governing Board is vested with the responsibility for exercising the powers of the MPO, including the final decision on all policy matters, adoption or endorsement of transportation plans and programs, adoption of budgets, approval of agreements or contracts, adoption of rules, and establishing or changing its internal operating structure.
